Economic Policies Considered as neutral

Even more so than other types of policies, economic policy has been considered as objective and neutral in regard to gender, race, class and other social relations. Yet critics like Waring and Shiva have argued that mainstream economic and “development” policies disproportionately and differentially affect marginalized groups. What does this discrepancy tell you about what “counts” for policy-makers? Is it possible or desirable to apply a different set of values or criteria to economic decision-making? The essay MUST refer to this documentary, easily found online, featuring Marylin Waring :  “Who’s Counting? Instructions You are a lobbyist for an issue that you find important. For example, you would like to see the banning of smoking in federal buildings (Note: This policy has already been enacted.) You are going to make an informational pamphlet to highlight your points to prominent members of Congress. Research members of Congress that you will target in your lobbying. Explain why these members are critical to your goal. Make a plan of action and produce a pamphlet supporting your cause. Who will you be reaching out to? Why? Write a cover letter to a Congressional member and include your reasoning for reaching out to them in particular in the letter. Remember a lobbyist is only as good as the information they provide. A lobbyist who provides incomplete or unreliable information will soon be unemployed, or lose access to officials. Cover letter should: Follow a standard business format Correctly address your Congressperson Use the correct postal address Explain your choice to write to this representative in particular, and provide your pamphlet. For example, maybe your research showed that this representative sponsored legislation on this issue in the past. Pamphlet should: Define the problem. Tells us exactly what the problem is. Detail its urgency and provide data. Be objective. Analyze the problem. Provide relevant data. Tell us how to make sense of the data. Provide any findings Offer a recommendation. Do not generalize. Be specific. Must be persuasive. Cite four scholarly sources Submit your cover letter and pamphlet  Writing Requirements (APA format). your next step for this week is to  write your Theoretical Orientation and Purpose.  A theoretical orientation, or theoretical framework, refers to the system of ideas and assumptions that an academic begins with when writing a paper. Theoretical orientation provides the researcher with a starting point to structure his/her ideas during research and writing.  Each academic discipline contains a number of established theoretical orientations that have been developed over the history of that discipline.  A theoretical framework consists of concepts and, together with their definitions and reference to relevant scholarly literature, represents existing theory that is used for your particular study. The theoretical framework must demonstrate an understanding of theories and concepts that are relevant to the topic of your research paper and that relate to the broader areas of knowledge being considered. At a minimum, you must respond to the following questions within this paper: Have you identified the chief paradigm or theoretical orientation of your proposed research? On the other hand, are you attempting to refute some paradigm or theory? Are you proposing to test a theory or hypothesis? Are you suggesting the theoretical orientation has shaped the methodology proposed for the study, such as the data-collection technique and the choice of which data are to be collected or ignored? There needs to be a minimum of 500-1,000 words, or 2-4 pages double-spaced, in length,  formatted in accordance with APA requirements.  Paper will be reviewed for plagiarism through Turnitin. In addition, no more than 20% of the paper should be directly quoted from an outside source.  I expect you to paraphrase, explaining what your sources had to say rather than quoting what they said.
